Moscow, Russia – Russia in Global Affairs journal published an article by CENESS Director Anton Khlopkov and CENESS Non-Resident Research Associate Anastasia Shavrova entitled “New Start Extension: Is There a Chance to Accomplish It in Time?” The article reviews the procedure for extending the New START Treaty in Russia and estimates the minimum amount of time required for the extension to successfully become legally binding.
