CONCURRENT SESSION 6: Combatting WMD Terrorism: Ways to Strengthen International Cooperation

Jacek BYLICA, Special Envoy for Disarmament and Non-Proliferation, European External Action Service (EEAS), European Union


Jacek Bylica took up the newly-created position of EEAS Principal Adviser and Special Envoy for Non-proliferation and Disarmament in 2013.

Prior to this appointment, Amb. Bylica headed the WMD Non-proliferation Centre at NATO International Staff in Brussels (2008-13). In this capacity he also co-chaired the NATO-Russia Council's Working Group on Arms Control, Disarmament and Non-proliferation.

For over two decades in Poland's Foreign Service Mr. Bylica divided his professional activities between Asia and multilateral affairs, with postings as a Secretary of the Embassy in Beijing (1990-95) and Ambassador to the OSCE, the UN Office and other International Organizations in Vienna (2004-8). He held a number of senior positions at the MFA in Warsaw, including the Head of Arms Control and Disarmament Division, Director of Department for Asia and Latin America, Director of Security Policy Department (2003-4).

He studied in Warsaw, Moscow, Beijing and Boston, with degrees in International Relations, and Law and Diplomacy.
