PLENARY SESSION II: The Nuclear Non-Proliferation Regime: Potential Impact of the Treaty on the Prohibition of Nuclear Weapons

Mikhail Ulyanov serves as Director of the Department of Nonproliferation and Arms Control (before 2014 – Department of Security and Disarmament Affairs), the position he took in 2011. He is member of the Collegium of the MFA of Russia and holds a rank of Envoy Extraordinary and Plenipotentiary of the II class.

During his time as the Department Director, Mikhail Ulyanov led the Russian delegation at the 2015 NPT Review Conference. He also has served as Head of the Bilateral Implementation Commission of the Treaty between the Russian Federation and the United States of America on Strategic Offensive Reductions (2004–2007). From 2006 to 2011 he was Head of the Delegation of the Russian Federation to the Vienna Negotiations on Military Security and Arms Control.

In 2004 he was appointed Deputy Director of the Department of Security Affairs and Disarmament of the MFA of Russia and was promoted to the Director of the Department in 2011. From 1980 to 1990 and from 1995 to 1998 Mikhail Ulyanov held different positions at the MFA Central Office in Moscow. He also worked at the Permanent Mission of USSR/Russia to the UN in New York (1990 – 1995) and at the Permanent Mission of Russia to the NATO in Brussels (1998 – 2002).
