Moscow, Russia The research paper A Method to Evaluate the Effectiveness of IAEA Safeguards' co-authored by Valery Bytchkov, Vladimir Ryzhikov, and Yuri Stepin was published. It proposes the methodology of evaluating the effectiveness of IAEA safeguards activities that makes it possible to perform transparent and independent evaluations and to minimize the bias which may be introduced by the work of state evaluation groups. Moscow, Russia Russia in Global Affairs journal published an article by CENESS Director Anton Khlopkov and CENESS Non-Resident Research Associate Anastasia Shavrova entitled New Start Extension: Is There a Chance to Accomplish It in Time? The article reviews the procedure for extending the New START Treaty in Russia and estimates the minimum amount of time required for the extension to successfully become legally binding.
