During his career he also served as Head of Department of International and External Economic Cooperation, Ministry of the Russian Federation for Atomic Energy and Federal Atomic Energy Agency (1998-2008), IAEA staff member (1994-1998; 1980-1985), Counsellor to the Permanent Mission of the Russian Federation to International Organizations in Vienne (1991-1994), Acting Deputy Head and Deputy Head of Department of International Relations, Ministry of Atomic Energy and Industry of the USSR. He was graduated from Moscow Engineering Physics Institute with a specialization as engineer-physicist in 1969.
