HELLER Claude

Prior to his current appointment, Mr. Heller was his country's Ambassador to France from 2001 to 2007, serving also as Permanent Representative to the Organisation for Economic Cooperation and Development (2002-2003). A career diplomat, Mr. Heller was Mexico's Permanent Representative to the Organization of American States from 1998 to 2001, and Ambassador to Cuba from 1995 to 1998. Between 1992 and 1995, he was Ambassador to Austria and Slovenia, as well as Permanent Representative to the International Organizations in Vienna. He was Ambassador to Switzerland from 1989 to 1991 and Political Counsellor at his country's embassy in the United States from 1982 to 1983. From 1983 to 1987, he served as Director-General for the United Nations Organization in the Foreign Ministry, and as Assistant Secretary for Multilateral Affairs in 1988.

Mr. Heller has served as head of Mexican delegations to several international conferences of the United Nations system, the Organization of American States, the International Atomic Energy Agency, the United Nations Industrial Development Organization and the Latin American Economic System. He was educated at El Colegio de Mexico and the Institute of High International Studies in Geneva, Switzerland.
