Gen. Evgeny Maslin has worked in the Soviet/Russian Defense Ministry for more than 40 years. Awarded with several government honors. Upon his retirement he started being actively involved in research and academia. Gen. Maslin is one of the founding fathers of international programs of support to Russia on disposal of excessive weapons. He is the author of a series of publications on nuclear security, the Cooperative Threat Reduction program, and nuclear nonproliferation. Among his recent publications is ‘Security of Nuclear Arsenals in the Russian Federation' (Yaderny Kontrol Journal. Summer/Fall 2004).

From 1992 to 1997, Gen. Maslin was the Chief of the 12th Main Directorate of Russian Defense Ministry, which is responsible for the safety and security of Russian nuclear arsenal.

He started his service as military engineer in strategic armed forces and has served in different capacities within the 12th Main Directorate, such as Head of the Group, Section Head, Chief Liason Unit Engineer, General Commanding Officer, Deputy Director until his appointment as Director in 1992.

Graduated from the Military Academy of the Signal Corps named after Marshall S.Budyonny.
