About CENESS

Center for Energy and Security Studies (CENESS) is an independent, non-governmental think-tank, established on the initiative from 2008. The headquarter of the Center is based in Moscow. The main goal of CENESS is to promote independent, unbiased, systematic, and professional analyses related to nuclear nonproliferation and atomic energy with a special emphasis on international cooperation of Russia in these areas.

Another goal of the Center is to facilitate networking among experts, who are doing atomic energy and nuclear nonproliferation related studies in academia and independent think-tanks in Russia and abroad, through organizing international workshops, round tables, and conferences.

CENESS is the only nongovernmental think-tank dealing with nonproliferation issues, which is represented in the Advisory Board under the Security Council of the Russian Federation. One of the key CENESS projects is publishing an independent Russian journal devoted to atomic energy and nuclear nonproliferation - Nuclear Club journal (Yaderny Klub). The journal is published biyearly.

 

 

Another central CENESS project is the Moscow Nonproliferation Conference. The first MNC was hosted by CENESS in 2010. Since then the event, which is held, on average, once every 30 months. The previous Conference, which was held in November 2019, brought toghether 286 experts from more than 38 countries, including representatives of Brazil, China, Egypt, India, Iran, North Korea, Pakistan, the USA, as well as senior representatives of the UN Office for Disarmament Affairs, the Panel of Experts Established Pursuant to UNSC Resolution 1874, the UN Institute for Disarmament Research (UNIDIR) and the International Atomic Energy Agency (IAEA) and the CTBTO Preparatory Commission.

The founding director of the Center for Energy and Security Studies is Mr. Anton Khlopkov. He is a member of the Advisory Board under the Security Council of the Russian Federation and U.N. Secretary General's Advisory Board on Disarmament Matters (ABDM). From 2000 to 2009 he has worked for the PIRCenter (Center for Policy Studies in Russia), including as Deputy Director (2003-2007) and Executive Director (2007-2009). Mr. Khlopkov is editor-in-chief of the Nuclear Nonproliferation Encyclopedia (Moscow, ROSSPEN, 2009) and editor-in-chief of the Nuclear Club journal.

The office of the Center is located in the diplomatic quarter, southwest of Moscow (Mosfilmovskaya Str., 42, bldg. 1).
